Finally we get some answers -- the money was not stolen, but we can not tell where it went. As far as we can tell, it went to pay for other city bills. The city spends more every year than it takes in. So it seems pretty obvious to me that we don't need to bail out the city with a tax on the citizens. We need to cut spending. If not, in a few years, we will be back at it again, wanting to pass another tax...
